Not Reordered (CCC0)

Characters with a combining class of 0 are known as "starters". They form the base of a character sequence and are not reordered during Unicode normalization. This group includes most letters, digits, symbols, and spacing marks, as well as some combining marks that are intentionally excluded from reordering. Starters act as anchors, with subsequent combining marks attaching to them.
